Health, Safety & Environment (HSE) Planning, Implementation and Human Nature

The cost of workplaces injuries and diseases cost Singapore Sin$10.5 billion (Straits Time Newspaper, Wednesday July 31). These figures were revealed during the Annual WSH Award ceremony in Singapore. Just imagine a small country like Singapore who somehow has a good HSE Management system in place still incurred huge loses of Sin$10.5 billion. How about our neighbouring countries who are 10 times bigger than us…?
Many business owners I met consider Health Safety & Environment (HSE) is never an issue for them because all accidents and incidents happened outside their facilities therefore it is so unlikely or impossible for it happening in their own backyards. So, they merely view there is no absolute need to plan or implementing HSE in their own facilities. A few even ridicule on the idea that their new facilities are residing in a Eco business park so everything should be in place therefore it is “safe and sound”.
Life has, however, repeatedly demonstrated that accidents and incidents do happen but won’t be influenced by what business owners think. As a result, an accidents and incidents which was deemed to be impossible becomes all too real. Look at the train and plane crashes recently. Yes, again you are right and can say it is not in my own backyard because it happened far away in Spain and USA.

It’s really tragic when these unfortunate events occurred. The business owners’ families, the injured victims and their families have to cope with grief – that’s unavoidable.  But, they also have to deal with a company that has not been prepared for this situation and which may be struggling financially. This, it can be argued as avoidable because of economics factor.

The need for HSE Planning and Implementation has been widely discussed for many years. There are even books available, training providers in workshops for a long time; the Annual WSH Award Ceremony and, of course, there are consultants offering HSE Management System and Implementation services.

So, there is actually a solution – it is just not taken. It’s tempting to sit on the sidelines and hindsight until some major incident or accident happens. But to do so is to deny human nature.

Most of business owners find dealing with their own safety somewhere on a sliding scale that begins as difficult and ends as impossible. Business owners are no better than the rest of us at dealing with safety, if anything they’re worst. They’re used to being in control on what’s happening around them and becoming ill or injury is way outside of anyone’s control.
Some business owners find ways to rationalize HSE planning so that they can at least tackle it or force themselves to look at it as just another fad of the month that has to be dealt with. But, some can’t do that and so they just avoid it.

The strange thing is that those who don’t have a HSE Management System in place, always claimed that people is their most value assets same as their love to their families. They often started their businesses as a way to provide a quality way of life for their partners and employees’ families, yet they exposed them to an unsafe working environment. I don’t know what is going to happen to those facilities I visited where HSE is an issue. Yes, business owner love his/her work and has difficulties letting go of any aspect of the company, so he/she has a hard time believing in a safety plan as necessary despite the fact that an incident or accident may be waiting around the corner to happen within their facility.

I can only hope every business owners change their ways of thinking and implementing a HSE Management System. Quality Work; Quality Life is achievable and it doesn’t costs as much as it is just a fraction of the 10.5 billion dollars. The pros of having HSE Management System in place saves the company/corporation on a lot of money, loss production time, insurance coverage etc…
