Mr. Foo Siang Yian, Daniel has extensive experience in Total Quality Management and training of staff and frequently volunteers his services to both the public and private sectors. He has been with FMC Technologies Singapore Pte Ltd (formerly known as FMC Southeast Asia Pte Ltd) for the last 33 years. (1979 to January 2012)

符昌轩先生对全面的质量管理、培训员工方面有着非常丰富的经验,他经常为公众和私人领域提供无偿服务。他在FMC科技新加坡有限公司(原名为FMC南亚有限公司)工作了33年。

任职 Positions held…

In the 33 years, Mr. Foo held few major positions in the company, as Production Supervisor and Senior Cost Estimator. With his many skills and being multi-disciplined, he was promoted in 1993 to champion Total Quality Management which FMC named as Quality Improvement Process (QIP). To make life more challenging and ensuring that Health Safety Environment (HSE) and QIP go hand-in-hand, he took over the managing role of the Health, Safety & Environment Management System (HSESMS) in 1996.

In QIP and HSE, Mr. Foo is a Mover, Shaker and an Enabler. He plans, implements and conducts company-wide training, facilitates processes mapping, Cost of Quality (COQ), and is the caretaker of Total Quality theology and Safety Behaviour-based process. He increases the awareness of QIP and HSE as an essential element of the organizational culture that ensures all employees are motivated and totally embraced into the concept of Housekeeping, Health, Safety, Environment, Quality and Teamwork.

After many years of promoting QIP and the quality mindset, Mr. Foo takes another step to benchmark the QIP concept against the best in the world. The Singapore Quality Class (SQC) award accredited to the SPRING SINGAPORE (formerly PSB) under the highly structured National Best Practises Program, which FMC attained in 1997, provides a roadmap to chart the progress towards a world-class standard of business excellence performance.

在多年推动质量改进项目后,符先生迈向了另一个质量改进理念的里程碑。1997年,FMC获得了新加坡质量级别奖,该奖为隶属国家最好实践项目下的SPRING SINGAPORE(前身为PSB)所认可,并为质量改进项目提供了向优良业绩的世界级标准前进的方向。

Mr. Foo coordinates the QIP and HSE processes implementation in their Pasir Gudang & Gelang Patah Plants in Johor, Malaysia, Santana Plant in Jakarta, Indonesia and also provides assistance to other plants and sales offices in the Asia Pacific and Middle East Regions.

期间,符先生参与并协调FMC在马来西亚柔佛州的Pasir Gudang & Gelang Patah厂和印尼雅加达的厂的质量改进项目和健康安全环保项目的执行,也为FMC亚太和中东地区的其它厂与销售办公室提供了相应的帮助。

公众参与 Public Involvement…

Mr. Foo has been constantly networking with the public and private sectors to keep pace with the marketplace in order to enhance the Quality of the company’s products and services. Being actively involved in networking in both the public and private sectors (SPRING SINGAPORE and Singapore Institute of Management), Mr. Foo’s mission is to promote organizational and managerial effectiveness through the application of the principles of Total Quality Management. He also networks with other quality practitioners to promote the application of Total Quality Management concepts among organizations and individuals in Singapore. Since 1993, he has been in the Executive Committee for the Jurong Zone’s Productivity Activist Group of the SPRING SINGAPORE. He is also involved in the Best Practice Networks Group (Manufacturing).

为了加强公司产品和服务的质量,符先生长期在公众和私人领域(SPRING SINGAPORE和新加坡管理协会)保持着良好地社会关系,以便不与市场脱节。符先生的使命是通过全面质量管理理念的应用去推动组织和管理的有效性。他还同时与其他质量的实践者去推动全面质量管理理念在新加坡的机构和个人中的应用。自1993年起,符先生一直为SPRING SINGAPORE位于Jurong区的生产力活动分子团队的执行委员会的一员。

In the spirit of learning and sharing the QIP’s concept with the community, Mr. Foo collaborated with the Student Work Improvement Teams (WITs) from Jurong Junior College (JJC) and FMC in 1998. The objective is to enhance the students’ skills and learning by applying tools and principles of Quality Management to identify opportunities for improvement in the real world. And for the first time in Singapore, students from the JJC presented the FMC’s project that they had completed in the National QC Convention and they bagged a bronze medal for the school in 1999. FMC continue to collaborate with the student WITs from the JJC in the hope that the students’ new-found knowledge and skills are immediately transferable to the curriculum and will stay with them for life.

符先生从1998年就与来自Jurong专科院校和FMC的学生工作改进团队共同合作,与社区共同学习和分享质量改进理念,目的是提高学生的技能并帮助学生通过质量管理的应用工具与理念来学习如何识别现实社会的提升机遇。从Jurong专科院校来的学生在国家质量控制大会介绍了他们所完成的FMC的项目并为学校获得了铜牌,这是第一次,发生在1999年。自此,FMC继续与来自Jurong专科院校的学生工作改进团队合作,并希望学生的新认知知识和技能能立即被转换成课程并与他们的一生并存。 私人

领域参与 Private Sector Involvement…

In response to the considerable interests shown by the management in the philosophy of Total Quality Management and under the arms of Singapore Institute of Management (SIM), Mr. Foo formed the Total Quality Management Group (TQMG). He served as Secretary in the Executive Committee from 1993 to March 1996. He continues to serve as President from April 1996 to March 1998 then as Vice-President from April 1998 to March 2000. He was again elected to the Presidency from April 2000. During this period of his Presidency he imitated to include innovation in the quality journey, thus the name change to Innovation & Quality Management (IQM). Mr. Foo conducted innovation workshops during the SIM’s Interest Group Convention. The group has been involved in business trip studies to Peking, Shanghai, Malaysia and Vietnam to explore innovation & quality learning. He continues to serve as the President and Vice-President, rotation roles on every 2 years till March 2012 to take a long break from the corporate world.

Mr. Foo completed the Quality Improvement Process Management College course conducted by Philip Crosby Associates Inc (1993) as well as the Quality Management Course by SPRING SINGAPORE  (1995) A Certified Trainer in Total Quality Process (1995), he is licensed to conduct the Quality Improvement and Quality Action Courses by the then PSB, now known as SPRING SINGAPORE . He received training in Developing an Effective Instructor from PSB (1995) and was trained in Service Quality Leadership from Service Quality Centre and Effective Speaking and Human Relations from Dale Carnegie & Associates Inc. (1993). He has an Advanced Diploma in Quality Management with PSB (1998). On safety, Mr. Foo completed the OHSAS 18000 Management System Lead Auditor Course with the National Safety Council of Australia Ltd (2000) and IS0 14001 Management System Lead Auditor Course by Regional Institute of Environmental Technology (RIET) in 2001. He is trained in Psychology of Safety and Behaviour-Based Safety conducted by Safety Performance Solutions Inc, a US based company (2001). Mr. Foo received his Bachelor of Business Administration Degree with University of Western Sydney, Nepean (2001). Mr. Foo was a Singapore Quality Class (SQC) Assessor with SPRING SINGAPORE. He is an individual member (ordinary) of Singapore Institute of Management, a member of National Facilitation of Singapore and he is an ex-member of Toastmasters International.

Mr. Foo is a prime mover of QIP initiatives in Cost Of Quality(COQ) and has been saving FMC Technologies Singapore an average of US$500,000 in COQ yearly. His extraordinary contribution towards FMC’s long term growth through his exceptional creativity, initiative, as well as perseverance is pushing the limits of QIP to newer heights.

符先生在质量费用方面是质量改进项目倡议的主要推动者,他每年帮助FMC科技新加坡公司平均节省500,000美金。他通过他杰出的创造力、倡议和推动质量改进项目到新的层面的坚持不懈使FMC得到长远发展。

Mr. Foo has contributed much on FMC Technologies’ QIP and HSE journey. In fact as a founding father, he should be very proud of his achievement. The task and stress to go where he has taken FMC managers are all the more difficult if he considers that FMC Technologies started off with a very low base and that, as a staff function, he had to push very hard and be thick-skinned to get the behaviour changed. FMC Technologies’ Senior Managers still think that when they need to make that change in 1992, Mr. Foo was the right person for the job. Fast forward to 2011, we can see it was indeed the right decision.

符先生对FMC科技的质量改进项目和HSE管理贡献很大。实际上,作为创立人,他很自豪于他的成就。如果当时他考虑到FMC科技的基础很低,那么他与FMC经理们所面临的任务和压力将会比实际操作更困难,作为一个员工,他只能加大推动和厚着脸皮去改变行为。

On Safety, he is a devil advocate that “safety is NEVER first” and that business priority are all about making more money and he promotes safety as a value.

关于安全,他坚决主张“安全永远都不是第一”,业务的首要是赚更多的钱,他提议安全应当是一种价值。

A self-proclaimed Qualipreneur, who mission is instilling Quality in Business.  He eats, talks, walks, sleeps and dreams quality, his blood type is “Q”. He is an enabler who uses resources to make more money for all parties in the organization.

The bottom-line…Mr. Foo work is always about the absent part between work and home. He sells dreams to people who craves about Quality Work, Quality Life and a workplace that is free from injury.
